[Tsp-devel] TSP 0.8.3-rc1

Hello World,

I thought I would be able to release TSP 0.8.3 for our
Workshop but it would not be wise to do so since
we had some late commit.

We decided to release a RC1 for the Workshop
and  a "final" TSP 0.8.3 afterwards.

If anybody wants to try 0.8.3-rc1 before tomorrow
please go ahead the RC1 is in the download area:
