Maybe the best would be to have an option for not outputting @var in
upper case. Then the user could be @definfoenclose for the angle
brackets?
Unfortunately, that won't help with TeX, where @definfoenclose is a no-op.
Although it does work to redefine the TeX definition of @var in a
Texinfo document to output angle brackets, since we don't recommend
redefining the builtin commands, it does not seem good.
I wouldn't suggest another stylistic output option (overall, I am
discouraged by their proliferation) if I didn't think that <foo> was a
reasonable, indeed traditional, representation for @var{foo}.
