I basically agree with all your remarks.  Essentially all that text was
written by Bob Chassell in the early days/years of Texinfo and never
modified since.  I tended to only try to fix things that were outright
wrong, even though the general thrust had become outdated.

I'm not sure there's any advantage in your trying to prepare a patch.
It will probably be less work for me to make changes based on your
email than to review a patch.  Then you can review *my* patch :).

I'm basically flooded with TeX Live work right now as we work towards
this year's release, but Texinfo will come as soon as possible.
