@-command for # in verbatim protection

Hello,
A way to protect # in @verbatim (and other raw environments, like
@html, @verb, @inlineraw) is missing. Indeed using @hashchar{} works
only outside of such environments. However, it is important to be
able to do that protection, when the Texinfo is generated from another
format and is to be converted/reprocessed later such as assuming that
CPP_LINE_DIRECTIVES is set is not reasonable.
It is a real world case, in the perl document cpp directive lines
appear in a @verbatim environment.
My opinion is that there should be an @-command that can complement
CPP_LINE_DIRECTIVES and allow both for more granularity and also a way to
have the information in the document. I would propose
@cpplinesdirectives on/off
