    Rename LOCALE_INPUT_FILE_NAME_ENCODING
    
    * doc/texinfo.texi (Other Customization Variables):
    Rename LOCALE_INPUT_FILE_NAME_ENCODING and
    LOCALE_OUTPUT_FILE_NAME_ENCODING by removing LOCALE_ prefix.
