Trying to install the delight package from elpa.gnu.org fails with a 'Bad
Request" error when using https connection. This occurs with emacs -Q from
a GNU Linux (Ubuntu 19.04). Using HTTPS to retrieve packages from the MELPA
repository works fine. Changing to use HTTP works fine as well. This was
working previously (last time approx 2 weeks ago).
To test, M-x package-refrresh-contents will give the error "Failed to
download 'gnu'' archive. When tested previously on maxOS it appeard to be
working. Testing again just now and it also fails on that platform.
