[Savannah-hackers-public] a+ repo criteria

So I looked at the criteria:

I have to say I think the A+ items are pretty reasonable.  Aside from
the W3C stuff, we should be able to implement the others.  In our
copious spare time and especially given the scads of active new (and
old) volunteers :).
