Therefor I do not thing the short "requirement" page will
likely change.
Well, given that Savannah is GNU's forge, and GNU's (rms's) policy is to
recommend GPLv3+, it seems only rational for Savannah to state that
recommendation as well. There are other recommendations in
requirements.txt already. Therefore, I made this change to
administration/content/gnu-content/register/requirements.txt:
