If it is easy to edit the old news announcement, why NOT do so?
Editing the text is possible, but I believe it would have the
undesirable side effect of making it appear as a new news item (the
latest). That would cause more confusion, not less, it seems to me.
However, in tinkering around with this, I found it was possible to
retroactively reject it, causing it to disappear from the list of
savannah news items.

Savannah people: for the record, I did this in the UI, as superuser, in
https://savannah.gnu.org/projects/administration/, under news -> manage,
which is https://savannah.gnu.org/news/approve.php?group=administration.
That page shows the whole list of news items, past and present, and
clicking on a subject then allows either "approve" or "refuse", and
"refuse" makes it go away. That's also where the text can be edited.
