[Savannah-hackers-public] userguide incomplete

A knowledgeable developer just started looking at Savannah, and wondered
what VCs we support.  He found https://savannah.gnu.org/userguide/ which
didn't really answer the question.  From just poking around he concluded
that CVS was the main one, though he also found scattered references to
a few others.  He didn't find the wiki or think of clicking on
http://savannah.gnu.org/maintenance/WhyChooseSavannah, which is what
actually answers the question.  I am not surprised.  In his position I
probably wouldn't do that either.

I'm not sure what to do, but it's a problem.
