OK, now I am hassling you.

Please could someone

   apt-get install bzr-email

(the version from Debian testing would be preferred), then I suggest
applying the patch from

http://lists.gnu.org/archive/html/savannah-hackers-public/2013-05/msg00025.html


As it stands, bzr commit notifications have not been working right for
over a month now. I don't know that the above is going to work either,
but if you install it I can test it and see.
