Updating FSF-side (ftp.gnu.org) GPG keys can take a long time, since it is
done manually, upon request;  wouldn't it be nice to go the other route
and export savannah project:key pairs into the upload-to-ftp.gnu.org process.
An added bonus: less work for the paid FSF staff.
