Back on this, since no one else has chimed in.

It seems that the first several links are embedded in the code.
I don't know where.  Sylvain, help?  I ran grep -r in various places but
no joy.

What I can see in administration/gnu-content/menu.txt are the last two
CVS Instructions
FAQ
which I've changed to just "User Docs: FAQ", but intentionally haven't
made it live yet.
