Kazlib https://savannah.gnu.org/task/?9796 is "a collection of a
handful of utilities for C programming, which I [kkylheku the autor]
started in 1996."
All C source files have the licence notice but it currently under the
modified BSD, but the author says than it is changing to GNU GPL 2+.
Another issue not so important but is concerning is the fact than all
the files are in the tarball root, not in a directory inside the
tarball as is the usual.
