This indeed dates from the Savannah compromise fall of 2003.
Archiving was already partially done for
http://ftp.gnu.org/savannah/files/ because those were not
signed/trusted, yet still mirrored automatically.
I guess something similar can be done for the rest of the files.

No, instead you have rsync read-only access to the CVS repository.
