Essentially, I'd like to mirror the download areas, that is
http://dl.sv.gnu.org/releases/ . It currently amounts to 5GB.

GNU mirrors for the non-GNU areas
We could write the GNU mirrors (the ones we have contacts for) and see
if they are interested.

I haven't announced it yet, but after much discussion Randy Kobes at the
U. of Winnipeg has set up http://ftpmirror.gnu.org to autoredirect to a
"nearby" ftp mirror, based on the originating IP address and using
mirmon to try to avoid down/dead mirrors. (There is also
http://mirror.ctan.org for TeX.) I imagine he'd be happy to do the same
for nongnu once we get a batch of mirrors signed up.
Might be a couple days, but I'll cc you when I write to the people I
know.
