I was under the impression that Derek was waiting for documentation and
test cases or the --allow-root-regexp patch as documented here:

I have no objections to adding such code to the cvs 1.12 feature branch.
I would like to see test cases and documentation if possible...

I looked it up on the cvshome.org issues database... I had not
previously been aware of the issue.

Well, I don't have it on my list of things to do...
(I am presently swamped in non-CVS hacking work.)
However, given that CVS maintenance has just moved to
https://savannah.nongnu.org/projects/cvs/
it seems likely that this will become more urgent.
