Okay, have now tweaked this, and pre_build_exec i running as part of
the setup phase for rpmbuild.  That means that asciidoctor is still
needed for RPM builds.

However, isn't this supposed to be done a part of the distribution
setup, and so not required for packaging?

Also, as a side-effect, the new release is now available from COPR, and
I'll submit the Fedora/EPEL release tomorrow.
