[RP] version 1.3.0-beta1 released

Hi folks,

I've FINALLY made a release. Don't worry, it's just a beta. I hope to
look at the patches that floated in recently. I'll probably put some
of them in. But I got release-itch, so here it is: Bright, Shiny,
Wanky (by the Old Testament definition), and fresh off the compile farm:

ratpoison version one point three point oh beta one. It's here. It's
real. Get into it.

This release is code named: Operation Delta
