When a QEMU virtual machine is "powered off", the qemu
program is not running and cannot do anything.


However if another program on the host computer (maybe
libvirtd, maybe something extra) watches the network
for "wake-on-lan" packets matching the MAC in the
virtual machines configuration, then that program
could start the computer when the wake-on-lan packet
arrives).


I don't remember the standard way for a physical
wake-on-lan card to tell the booting OS that the
computer was powered on due to a wake-on-lan packet
arriving, but this can probably be emulated in some
trivial way too.
