[RFC PATCH v4 26/36] i386/tdx: Finalize TDX VM

[Xiaoyao Li]

Invoke KVM_TDX_FINALIZE_VM to finalize the TD's measurement and make
the TD vCPUs runnable once machine initialization is complete.
