I don't get this problem.  make distcheck works just fine for me.

pspp.xml should not be regenerated unless it is out of date.  So I don't know 
why
you are seeing this.  I would expect that you would also have the same problem
with pspp.info
     
     The easiest solution would probably be to not distribute pspp.xml, so
     that we could move these to the builddir.

If we did that, then we would have to state that makeinfo and xmllint are 
neccessary build
dependencies - and not just any old makeinfo - it is rather particular about 
having the
correct version.
