It is OK if some strings are untranslated.  But you should leave them empty.  
The msgstr fields should just be : 
msgstr  ""
(they will automatically appear in pspp in the original English)

Copying the msgid to the msgstr fields is a bad thing to do, because it makes 
it hard to see which 
have been translated and which are still left to do.

If you upload a version with the untranslated strings set to "" then I think we 
can use your .po
file in pspp.

     I want to Japanese translation of PSPP as similar to Japanese SPSS as 
possible.
     And I can touch SPSS only in my university's shared PC.
     
     So it takes a little longer to translate them.
