I don't know if that's true anymore.  I haven't tried it since I added
the chart stuff, and when I looked briefly on the cygwin web site, I
couldn't see any reference to libplot begin available for Cygwin.
Maybe we could add a --without-charts flag to ./configure so that that
at least it can be compiled on systems that don't have libplot.
