Export control laws differ from country to country, but they are not a
trivial issue. For example, Nathan as Australians you and I would need
permission from these people to export paparazzi hardware:

I have specific advice from DECO that Paparazzi hardware IS a
prohibited export. They cited page 49, ML11, note 7. the "Defence and
Strategic Goods List" (regulations)

Paparazzi hardware was classified "dual use good", as in it could be
re-purposed to military ends (see Division 2).

We are also subject to these UN Security Council sanctions:

Basically, we could get in a lot of trouble for exporting paparazzi
hardware without a Permit (prior permission) or Licence (prior
forgiveness), especially to the wrong place.

Obviously other countries are not subject to Australian laws, but I
expect many will be generally similar because our export control laws
are basically a local implementation of common obligations under the
UN.

On the other hand, as far as I know there are no sanctions out on
China; and I've been hit in the head with a kg of flying foam (it's
definitely a non-lethal force), so the Jiao Tong University team
should be able to get some hardware for their project.
