Hello world

I did quite a bit of cleaning in the terribly messy arm7/sys_time_hw.c
This file holds ISR for everything related with TIMER0
I have looked carefully at all the actuator, radio_control and others
that were mentioned in that but obviously I don't have all the
hardware available to test
So.... if something related to servos or rc stops working, please let me know
