Somehow, in the 15 years since the USB standard was created, linux still does
not natively allow for the use of USB devices. There is a hack to correct this
flaw that involves adding yourself to the "dialout group".

I'm not sure what is happening here. I don't know Linux very well, so it very
well could be user error. (I say it is Linux's fault, not mine =P).
