The "make" command uses a "Makefile" file in the current directory. To 
execute this command, you want to be at the root of the paparazzi3 
hierarchy. So, after your cvs extraction ("cvs ... co paparazzi3"), you 
want to do:

   cd paparazzi3
   make upload_bl PROC=GENERIC
