This can be one board, or it can be up to four different boards.
Even if your have already a finished layout, the board must be 
checked for automatic placement, some fiducial refererence points must
be added, eventually some components must be changed because of other
packages or better sourcing and there are design consideration for 
testing the finished product (jtag, boundary scan, nailbed, ...).
Generally making a new layout is required.
Only in the special case, if the single board component cost is less then
20 Euro, then no special testing is required.
The only requirement is, that no hand soldering or cost intensive things
are required. It´s possible to use adhesive bonding.
