I make the follow commercial offer:
Commercial board, quantity 100 with the price is the component cost
in quantity 100 multiplied by two. Example the cost of the ublox 
gps receiver and a external (cots) antenna costs (47+7)*2=94$.
The price of the pcb is 0.
If this offer is convenient for you, i will manufacture tree boards,
and making it available for testing.
After the testing period, then maybe some adjustment are necessary and
then the board will be manufactured.
Possible timeline:
Schematic/component approvation: 6 week
tree protoboards:  3 week
protoboards testing (functional): 1week
first user testing: 8 weeks
review: 2weeks
fab manufacturing: 4 week
assembling: 2 weeks
eventually rework: 1 week
ready to be selled.
