It's more or less described in the document in the CVS (README + doc directory).
In brief you nedd a i386 C compiler. We use gcc. We are using more and more
ocaml (see caml.inria.fr). For graphical interface, we use gtk and tk. For the
onboard MCU we use the AVR port of gcc (avr-gcc). We use eagle for PCBs, gerbv
and gerbmerge to produce the panel. We also need common unix tools like make,
cvs, shell etc...

All these tools are usualy found on modern Linux distributions. We use debian.

Everything we use is "theoriticaly" portable. The autopilot project
(autopilot.sf.net) uses a very similar environment and they have a windows
version. I think they use the cygwin environment (see www.cygwin.com ) 

I will not be able to help for the port as I don't own a windows box and I know
nothing about windows.

I see no reason why it wouldn't work. Maybe minor developing to add something
about idle.
