I see you got CVS to work, but to answer the question...

Once releases or betas are considered stable enough for at least beta,
they get tarballed up and put in the sources dir on rebelbase.  The
version number for CVS is then advanced, and work begins on the next
version.

What you have now is a 0.14.90 /snapshot/.  It really should have the
snapshot date, in the form -cvs200ymmdd, or something similar, appended to
the 0.14.90, as it's certainly /not/ the official 0.14.90 release, since
work is still continuing on that release at this point, and because having
the snapshot date at least allows /some/ sort of tracking, and updating
with new snapshots as appropriate.

Meanwhile, the CVS version will remain available from CVS, not as an
official tarball, until 0.14.90 is considered by Charles to be "done", at
which point it will be tarballed and made available in the usual sources
dir, and work will start on 0.14.91.
