apologies for the delayed response to this message.  As the note at the bottom of the email says, we've largely moved away from these mailing lists for regular communication and have primarily shifted to the Discourse platform for discussion.  I recommend you make an introductory post over there.  In the meantime, please take a look at:

Separate from the Summer of code details it has some good general pointers for getting started contributing to Octave.
