I have even tried that. The following is what is happening.
I can either leave default which is
From: address@hidden

or manually set
From: address@hidden

and...

set alert address@hidden


The email is sent to address@hidden
ex.
to=<monit@ansible.everythingshouldbevirtual.local>

I can see the same effect if I change...
From: address@hidden

or set...
set mail-format { from: address@hidden }
The email is then sent to address@hidden; again using the From: as the to: as well...
