Follow-up Comment #1, task #5337 (project mldonkey):
I think OS level solutions like "wondershaper" is much more efficient.
That said, it might be already possible to do this with the mldonkey macro
facility. If not, the macro facility could be improved to allow it, which
would be a more useful general addition.
