Here's the thing, where does that leave people who run a fairly new
browser like Chrome. Does it have localisations yet, or would that
bias toward Accept-language: en_US, en_GB. Likewise with someone
running a beta version of a browser. Granted these people are quite
likely to be conversant in English, but that doesn't automatically
mean they want to see the list of languages they can choose to reduced
to English, Bad English, Queen's English.

Last I checked none of my browsers emit Accept-language: nl_NL, but
I'd prefer to have maps of the Netherlands use Dutch street names. ;)

That's one thing I've been thinking about as well (including a Flemish
localisation, nl_BE, and if their prefix sorting differs). A Flemish
volunteer can always clone the nl_NL case as a starting point.
