[Maposmatic-dev] Should place=locality index be merged with street index?

Hello,

I'm working on task https://savannah.nongnu.org/task/index.php?9699
for MapOSMatic: Index villages in rural towns as streets are indexed
in cities.

I intend to use the "place=locality" tag as the tag to search for.
Example of a place having a lot of such localities:
  http://www.openstreetmap.org/?lat=48.2761&lon=-1.6793&zoom=14&layers=B000FTF

Should the index obtained with those localities be merged into the
street index or be kept in a separate category, like amenities
(schools and town halls) in current index?
