Follow-up Comment #2, bug #28486 (project maposmatic):
For an administrative area, a relation with several members is quite common
at it follows the recommendations found here:
http://wiki.openstreetmap.org/wiki/WikiProject_France/Tracer_les_limites_administratives
If this is the cause, it should happen for many other areas.
