Yes, locality (lieux-dits) and hamlet (hameau/village) are equivalent
to street names since those names are used to tell where people lives.
Most of the time, when a rural place becomes a town, the
locality names are transformed in street names. I see that every time
I map a town. Don't consider "rural" towns (antinomy), it's useless.
Either add a list of locality. May be better, include locality in the
street name list.
