Details:

In the rendering of city Besançon (rendering might still be available at
http://maposmatic.org/rendered//000525_2009-09-10_18-39_Besanon_index.png),
there are several issues :

 * Î is considered as a different letter than I
 * There is an "impasse" without a name, maybe we should detect this and do
something sensible
 * Rue de l'Église is sorted at letter 'L' with "l'Église (Rue de)". Same
thing for Avenue de l'Île-de-France
