Because it is nice to be able to build an application using the same 
techniques on every platform.  MSYS is used to build many complex 
applications for the native windows with the native gcc and native 
binutils.  It provides a common environment similar to UNIX platforms 
that can execute configure and make without the hassles of needing to 
use other tools.
