Two other observations:
1) If I modify the makefile to run the same commands,
but in a fashion which eliminates the -include, then
it no longer hangs.

2) If I build make.exe myself, instead of using the cygwin
download, the problem goes away.

hash.c is missing from the NMakefile, incidentally.

I'm going to see if my locally-built makefile solves
the problem in the real context.
