RE: [Mingw-users] Make configuration for Win32.

I'm happy to receive all patches: they don't need to be perfect.  Even
though I don't have a MINGW system I can probably determine what needs
to be done without breaking it (much :)).

I'd even be willing to commit to a "quick"[1] turnaround for 3.81, which
integrated the OS/2 and MINGW support with few new features.


[1] Remember "quick" is not a commitment to a certain timeframe :).
