[Lynx-dev] feature request: use "upper level" background color rather than "default"

when background color in lynx.lss is not given, then carry on the
"upper"-level tag's background color (the one enclosing the tag
that hasn't specified a bg) rather than use "default" background.
Since some people might rely on the old behaviour, have a new
option MISSING_BG_DEFAULT:TRUE
