lynx-dev INCLUDE on Windows

Does INCLUDE work on Windows ?

I tried

INCLUDE:/E:/cygwin/usr/local/share/lynx/lynx.cfg

and only changed

ENABLE_LYNXRC:force_cookie_prompt:ON
ENABLE_LYNXRC:force_ssl_prompt:ON

I can access that lynx.cfg from LYNCFG:// but the options are
still set to "prompt normally" even after saving all to the
disk.

file://localhost/cygwin/usr/local/share/lynx/lynx.cfg didn't
work too, and the link in LYNXCFG:// was
file://localhostD/file://localhost/E:/cygwin/usr/local/share/lynx/lynx.cfg

INCLUDE:/usr/local/share/lynx/lynx.cfg works on Cygwin.

HELPFILE:file://localhost/E:/cygwin/usr/local/share/lynx/lynx_help/lynx_help_main.html.gz
works on both.
