There should be no need to create multiple *.po files for any language.
In fact having multiple translations will make things more confusing than
they already are. It's bad enough that developers insist on including *.po
files for every available language in their distributions without now
offering them in every available character set. Label the *.po file
according to the Free Translation Project conventions. The header
includes a "Content-Type" declaration; it is there that you should clearly
indicate the "charset" according to standard mime practice. It is the
job of the installer/packager to make any necessary conversions, not that
of the translator.
