lynx-dev lynxcgi environment

Hello, Lyncei,

I just tried a lynxcgi URL for my first time.  I was slightly
surprised and disappointed to find the environment contained only:

    HTTP_ACCEPT_LANGUAGE=en
    HTTP_USER_AGENT=Lynx/2.8.4dev.20 libwww/2.14
    QUERY_STRING=user=pg
    REMOTE_ADDR=127.0.0.1
    REMOTE_HOST=localhost
    REQUEST_METHOD=GET
    SERVER_SOFTWARE=Lynx/2.8.4dev.20

The script failed badly for want of a few customary things:
LOGNAME, HOME, and especially PATH.  Is entering the lynxcgi
with PATH unset design or oversight?
