That's no longer necessary in emacs 20.*, because it automatically
appends subdirs to the load-path (unless you have a .nosearch entry in
a subdir).

Anyway, I have

(autoload 'po-mode "po-mode")
(setq auto-mode-alist (cons '("\\.po[tx]?\\'\\|\\.po\\." . po-mode)
                            auto-mode-alist))

in .emacs, and it works for me in Emacs 20.6.1.
