lynx-dev New translations for Lynx

[Webmaster Jim]

Good news for international Lynx users.  In addition to the Slovenian
translation file I found out about this week, there is also a Czech
file available!  I've updated some of the stub files in the main
lynx code (patch appended) and added a cs.po file (also appended).

I have also copied the translation files from their home in
http://www.iro.umontreal.ca/contrib/po/HTML/domain-lynx.html
or from 
http://www.iro.umontreal.ca/contrib/po/maint/lynx/
to the respective HTTP and FTP repositories at:

http://www.slcc.edu/lynx/po/
ftp://lynx.isc.org/po

And for good measure, I tweaked the program that builds an archive of
Lynx with all of the known available translation files (except Japanese)
and it's in:
