The incumbents are Bob Izenberg and David Drum.  They have so far
declined offers of help, and refused to complain about the
workload.  Bob shouldn't have more help with this than he choses
to ask for.

When Bob gets the configuration set back to open posting, we can
stop complaining about the throughput on the messages held for
approval, and get back to kvetching about more lynx-centric
topics.
